Profile:
He is the Chairperson of the Board

Rev. Fr. Prof. Callisto Locheng holds a B.A. in Theology, Masters of Arts in International Law and Relations from the University of the State of New York – USA and a Ph.D in Missiology from Rome. He is an Educationalist and a Priest with National and International exposure.He is an Associate Professor of Research and a part-time lecturer of Peace Studies at Gulu University.

He is also a lecturer of Philosophy at Alokolum National Major Seminary. 

He is a member of the Board of Consultors Gulu Archdiocese; Principal examiner  at the A.J University school of Philosophy; A.J university school of theology; Catholic  university of East Africa. He taught at the catholic university of East Africa from 2003-2010.

She is the Director, Higher, Technical, Vocational, Education and Training.

She is a representative of the Ministry of Education in charge of Higher Education on the Board. She holds a Masters of Arts in Educational Management (MUK), a
Bachelors of Education (MUK), Diploma in Education (MUK) and a Certificate in Project Planning and Management (IACE-MUK).

She also has various Certificates in Management of World Food Programme Commodities (Odri, UK), Seminar on Higher Education Administration, Zheijang Normal University China, Certificate on Reforms on Higher Education North East Normal University China, Basic Cadre Leadership training centre - Kyankwanzi, Training for professionals in French., Management training in staff development and capacity building (MoES).
She was once a Commissioner, for Higher Education, Assistant Commissioner, Higher Education and Assistant Secretary General National Commission for UNESCO, Project Manager Education Integrated into Rural Development Project, Inspector Food and Handling-Education Integrated into rural Devt. Project and Head of Department Tororo Girls Secondary School.

She is the Vice Chancellor of Muni University.

She is the representative of Institutions of Higher Education nominated by the Vice Chancellors Forum on the Board. She is the Chairperson of the Loans and scholarship committee of the Board. She holds a B.Sc. in Zoology (MUK), a Master’s of Science in Zoology, a Diploma in Modern Management and Administration from Cambridge Tutorial College and a PhD in Zoology (MUK).

She also holds various Certificates in; Conservation Genetics (MUK), Conservation Biology (University of Illinois, USA), Financial Management and Accounting for non-accountants, Project Planning and Management (UMI), Social Skills (Rockefeller Foundation-MUK), International Women’s Leadership, New York and a Certificate in PhD Supervision.

She led the three member task force in kick-starting of Muni University, a representative of public universities and other degree awarding institutions, a Fellow, Uganda National Academy of Sciences, Honorary Secretary, Forum for African Women Educationalist, Member of Senate of Busitema University.

He is the representative of the National Council for Higher Education on the Board nominated by the National Council for Higher Education; He is a member of the Finance and Administration committee as well as a member of the loans and scholarship committee.

Prof. Opuda–Asibo, J is the Executive Director of National Council for Higher Education. He hold a Bachelors in Veterinary Medicine (MUK), Masters in Veterinary Public Health and Epidemiology and a Ph.D in Microbiology and Public Health from University of Minnesota, USA.

He was the Deputy Vice Chancellor Finance and Administration Kyambogo University; Deputy Vice Chancellor Academic Affairs (Provost) and a Professor of Epidemiology, Public Health and Preventive Veterinary Medicine (MUK),

Profile:
He is the Assistant Commissioner/Social Services Ministry of Finance, Planning and Economic Development. He represents the Ministry of Finance, planning and economic development on the Board. He is the Chairperson of the Finance and administration committee of the Board.

He holds a Masters in Economic Policy Management (MUK), Post Graduate Diploma in Education (MUK) and a Bachelor of Arts in Economics (MUK),

He is the head of Social Services unit of the Ministry. He is a Policy Analyst and Oversees the preparation of the Sector Budget Framework papers, budget estimates and analysis of budget performance, appraises monitoring and evaluation of projects, coordinating  the design and execution of the country programmes and prepares the Development budget release.

Profile:
He is the  Treasurer General, National Organization of Trade Unions.  He is the representative of workers nominated by a recognized workers organization on the Board. He holds a Bachelors Degree in Education from Ndejje University, Diploma in Education-KYU.

He has specialization in Education Administration and Planning, Labour and Industrial Relations, Performance Management, monitoring and evaluation, Policy Planning, Professional governance, analysis and advocacy, strategic planning, including Financial Management of Union funds.  He was a Secondary School Teacher at Kyambogo College School teaching Math and Physics.

He was also a head teacher, Nagulu-katali Primary School, Nakivubo Primary School, Police Children School–Nsambya, Old Kampala Primary School and Bat Valley Primary School before joining the National Organization of Trade Unions.

She is the programme manager  of National Union of Disabled Persons of Uganda (NUDIPU).  She is the representative of Persons with Disabilities nominated by a recognized national umbrella body of persons with disabilities;

She holds a Diploma in Law (LDC), Master of Arts in Human Rights, (MUK) and a Bachelor of Arts with Education (MUK). She was once a Project Coordinator – Uganda National Association of the Blind, a language teacher – Jinja Senior Secondary School. She is currently the programme Manager, Disability and Human Rights NUDIPU.

He is the representative of students nominated by Uganda National  students association; He is the Executive Secretary, Uganda National Students’ Association (UNSA). He holds a Diploma in Building and Civil Engineering.

He was a Physics teacher/Math at Kajjansi High School, Physics/Chemistry Sseguku Hill School, Site Supervisor, Uganda Clays Ltd., Physics/math New High Tech. S. S. Kajjansi, Math/Physics Trinity College Kajjansi.

She is the representative of employers nominated by a recognized employers’ umbrella association. She sits on the loans and Scholarship committee. She is the Corporation Secretary, Statewide Insurance Company and Executive Council Member, Federation of Uganda Employers, Secretary, Executive Committee Uganda Insurers Association, Partner, M/s. Luwaga & Nkalubo Advocates, founder Member of Justice and Advocacy for Women and Children in Uganda. She holds a Masters of Arts in Human Rights (UMU-Nkozi), a Bachelors of Laws, (MUK), Post Graduate Diploma in Legal Practice (LDC), Chartered Secretary ICSA (UK) and Associate chartered Institute of Arbitrators (UK).

She is a member of Uganda Law Society, Member East African Law Society, Member FIDA, Member of ISCA Ug. Hon. Associate Insurance Institute of Uganda.

She was also a member of the disciplinary Committee – Uganda Insurers Association, Deputy Secretary- Executive Committee UIA, Chairperson Legal Affairs Committee UIA, and Hon. Secretary for the Executive Committee.

 Executive Director and Secretary to the Board

Profile:

Mr Michael O. Wanyama has been the Executive Director since the inception of the Higher Education Students Financing Board in April 2014 and has overseen the transformation of the Students loan scheme into a semi- autonomous body mandated to give out loans and scholarships to students pursuing higher education.

Mr. Wanyama is a qualified accountant and a member of the Institute of Certified Public Accountants of Uganda (CPA). He also holds a bachelor degree in Commerce accounting from Makerere University, Kampala and Masters of Higher Education Management and Administration from Uganda Management Institute Kampala. Holds a certificate in Higher education management from Zheijang university, China. He holds several certificates in Higher education management and financial management. 

Mr Wanyama has served government in various capacities having worked with Inspectorate of Government for eight years at senior level. He also worked with the Ministry of Finance, Planning and Economic development as a Public Financial Management Specialist- Budget monitoring and accountability unit before moving to the Ministry of Education and Sports as a Coordinator for the student loan scheme.

He was a member of the Board of Kulika Uganda, a charitable trust. He is the deputy secretary general of the Association of African Higher Education Financing Agencies (AAHEFA) based in Dar-es-salaam Tanzania. He is a Director of Global professional solutions and college where he is greatly involved in teaching students pursuing accountancy career in order to become professional Accountants. Mr Wanyama has a passion in strategic management and financing of higher Education.
